When is League of Legends patch 11.4 coming out?

Samira is weakened through nerfs

Since the release of patch 10.19, Desert Rose has been the leader on the botlane, her explosive damage being uncommon among ADC champions.

Due to her unique playstyle, Samira was not easy to balance for the League development team; it has had a positive win rate since release, even with a whopping 15.38% pick. Worse, in the eyes of Riot, it got banned in 47.46% of all single queue games.

“One set of changes we’re working on for 11.4 is some weakening for the forest,” Yetter explained. “This should reduce the capacity of the forest until the 10th season. Currently, this position has too much impact on the game”

The Thunder, Circle, and Razorbeak camps will require more effort to kill, Yetter confirmed, and will yield less gold and experience. This is to keep the jungle experience a little hidden.
